Information regarding the One Social Housing System
The One Social Housing System includes all products, services and programs provided, funded or subsidised by the Department of Communities (Housing and Homelessness Services) ranging from being subsidy assistance, such as direct provision of housing, to other products such as private housing assistance.
Features of the One Social Housing System
• An expanded base of housing for low income Queenslanders
• All forms of Social Housing assistance can be applied for at the one time at one entry point.
• Standard processes to assess client’s eligibility for a range of products, and to allocate housing assistance to applicants.
• Assistance for the duration of need – long term social housing will be provided to people with the highest need for this type of assistance, but only for as long as they need it.
• Matching client need with the approved level of housing assistance.
• Providing links to appropriate support services, crisis accommodation where needed, and links to the wider housing system.
• Assisting clients to leave social housing and enter the private market if they are able to do so.
The One Social Housing System provides people in need with a better and fairer way to access a range of housing assistance options. This has been achieved through the introduction of a consistent application and assessment process and one combined waitlist fro department, community and local government-managed social housing.
Applicants will only need to enter through one point to access all forms of housing assistance.
The One Social Housing System will provide appropriate housing assistance based on a housing needs assessment. Eligible applicants will be offered assistance that best responds to their particular need – for the duration of that need. If their needs change over time, so may the forms of housing assistance offered.
The department will provide pathways through and from social housing into the private rental and home ownership markets.
Eligibility Criteria for Social Housing
Applicants for social housing are assessed against all of the following common eligibility criteria:
• Australian citizenship or permanent residency.
• Queensland residency
• Assets test (property ownership and liquid assets)
• Independent income
• Household income limits
• Appropriateness of current housing
Common Eligibility Criteria
All applicants for social housing assistance must meet all of the common eligibility criteria to apply for housing assistance through the department’s housing services.
If a provider becomes aware that an applicant referred to the provider for housing assistance does not meet all eligibility criteria, the provider should immediately contact the Housing services.
Registered providers of long-term community housing, affordable housing and transitional housing use the common eligibility criteria when checking clients’ continuing need for assistance, for example when managing client-initiated transfers.
